Retirement transition programs still in effect, closing soon

February 15, 2023 / PSU-AAUP

You might recall that in the spring of 2022, at the Administration’s request, PSU-AAUP negotiated a retirement Memorandum of Agreement (MOA) for academic professionals, instructional non-tenure-track faculty, and tenured faculty.  Each MOA has different terms and requirements. All three of these agreements expire in June 2024, so if you might be interested now is the time to review the details.

Academic Professionals

This program offers 0.5 FTE employment for up to 12 months after the AP has retired. An AP may apply for the program at any time, provided their transition begins on or after they reach the Normal Retirement Age (NRA) of the Oregon retirement plan -- PERS, OPSRP or ORP -- that they participate in. The details for this are at the top of page 2 of the MOA.

Note that while an AP may work up to 12 months after retirement under this program, that work may not extend beyond December 31, 2024. For example, if an AP retires on August 31, 2024, they can only work at 0.5 FTE for 4 months (through 12/31/24).

Non-Tenure-Track Faculty

A non-tenure-track faculty member who wishes to apply to this program must submit a signed Retirement Transition Agreement by June 15, 2023, in order to retire at the end of AY 2023-24.

This program is available to instructional NTTF who are on continuous appointment.

The program entails a rebalancing of teaching and service obligations during the final year of employment, though the employee’s FTE and pay are not reduced. You may request a redistribution of up to 50% of your teaching and service obligations. Because teaching typically constitutes 90% of a NTTF’s normal workload, the rebalancing may include new duties.

There are no PERS requirements.

Tenured Faculty

A tenured faculty member who wishes to apply to this program must submit a signed Retirement Transition Agreement by June 15, 2023, in order to retire at the end of AY 2023-24.

The program entails a rebalancing of teaching and service obligations during the final year of employment, though the employee’s FTE and pay are not reduced. Faculty may request a redistribution of up to 50% of their teaching and service obligations during the transition year.

This MOA does not have any PERS-related requirements.
